The Israelites have had a rough history from when Zephaniah was writing. It was terrible, actually - they'd been carted off into captivity to die. Yet God tells Zephaniah to pronounce hope: someday Israel would be brought back.
The time frame of this verse is 'someday.' Someday might as well be today. Cheer up! Hear a joke, have a laugh, life's too short to miss a moment! Don't be afraid!
